Maybe PF3 thought you would be below center altitude when reaching Vancouver? The .FPP file does only contain a handover to Seattle Center, and PF3's step descents show 8000 feet (the center altitude configured in PF3 for Canada):

For some reason I can't open the flight plan included in your logs and did not have the time to check what the problem was.
If you load your flight plan in PF3, there is a .json file created in the FPP folder, which you can load into
http://geojson.io/ to see the center sectors and handover points (marked XXX).
The following problems may have been caused by manually tuning to other frequencies.
