I departed from KXNA this afternoon but could not get an IFR clearance. Both ATIS and CD frequencies show 000.00. I tried tuning both Ground 121.90 and Tower 127.10 but neither one showed in the Commands available panel.

What is the procedure for getting a clearance when facilities are not available?

Best bet is to add the frequencies if they do not exist.

You can either add them to the airport AFCAD using Airport Design Editor. Then update the PF3 database so it is aware of the new frequencies.

Or a quicker method is to add them to PF3 database directly through the "Add a new frequency" page. This method means those frequencies will be available when you use PF3, but not otherwise.

In your particular case you can also try tuning Ground and pressing 0. If I recall I think Ground will issue your clearance in this situation before issuing taxi instructions.

Thanks, I'll remember to use 0 in cases like this. I had never flown into KXNA before and didn't know FD and GC were missing. I will update the database for airports I use on a regular basis.
