Request Instrument approach get Atis info not available

When turned over to approach freq today, I hit #2 key to request instrument approach. A message popped up that said "Atis info not available for this destination." I tried it many times with same result.

I think this is only available after approach assigned you a runway, maybe even only if it was a non-ILS runway.

The hotkey doesn't toggle from 'ATIS ACARS' to 'Request an Instrument Approach' until you reach the last waypoint in your flight plan
