Hello everything together,

the program PFE pleases me very well. Thanks to the developers. Now I have times a question: If I started the program PFE and also the flight simulator me was noticeable the all AI of airplanes partly already before the release of the CONTROLLER starting. Is so normal or I which wrongly adjusted.

Yes this is normal as there is no way for PFE to control the AI aircraft other than to freeze their movement by putting them into slew mode, this is done when you are on approach to stop runway incursions, sometimes is doesn't work though. FSX ATC still has control of the aircraft and their is no way for PFE to find out when FSX ATC is about to clear an aircraft for take off for example until it has actually done so. This is why you see the aircraft move before you have actually heard PFE tell the plane to take off. This is mentioned in the manual by the way, but I can understand why you may have missed it as English is not your first language.
