Microsoft Defender SmartScreen is blocking your app, because the publisher is unknown. This comes from "getver.cmd".

Configure it to leave it alone then... it's fine here

I don't know if my memory is getting worse as I get older...
...I just can't remember how it used to be!

There is no option to leave it alone or to unblock it. The message appears every time i start PF3 here.

I thought there was an option to configure MDS to only 'warn' you and then allow you to bypass the message and run the app

Hey John, thank you for your support. But there is no Unblock box in the Properties. I have tried all .exe and .cmd files in the subdirectory of PF3. No such box :( .
