Remote Text Program will not work

As I'm trying to get things setup and figure out how to use this program, I have been unable to get the remote text program to work. Here is all the information I know to provide.
I checked the FAQ on the website and it said to check the ini file for RTActive=1. So I pulled it up and it did say RTActive=1.
I have used 2 different IP addresses and all I get is "waiting for connection"
I used the IPv4 address and tried the default gateway address. Both with the same result, "waiting for connection"
Am I missing something? Can someone kindly point me in the right direction?

Click Options#2 button on front screen.

Click Advanced Options and INI File Tweaks.

Under Remote Text heading...Top L/H of screen, check the box.

Now when using Remote Text for the first time you need to enter either your PC's name or the IP address ie:-191.89.9.99 or something similar, it must be entered correctly and the name must be entered as it's written if you use your PC's name instead.
If using an IP Address it can be found in your Anti Virus home network section,it is in Mcafee...
Or if no AV program is used goto settings in Windows (10) and look for IPv4 details in "View your network properties" or similar depending on which version of Windows you are using and it could be something similar to 191.89.9.99/00...do not use anything after backslash.

Please ZIP and EMAIL me your RemoteText.INI file from the PF3\PF3_Displayer folder, PF3.INI file from your main PF3 folder and all your log files from PF3\Logs
