So the good news is that PF3 sees the keys. But it should look like this:

I have the impression that the following sequence is not correctly seen by PF3:
1. start holding "L"
2. momentarily press "4" and release it again
3. release "L"
This can be due to the keyboard (do you have another one available for a test?) or due to your fingers not doing exactly what they need to do.
Alternatively you can request lower due to clouds (hotkey 3), which is just a single keypress, but only allows descending 2000 feet.
