VFR at 9500' but Controllers continually request IFR at 6000'. Why is that?

What is the transition altitude for the region in which you are flying? This is the upper limit for VFR. Above that you are IFR. On the Trans Alt & Alt Baro Calls screen, at the bottom, you can choose to use 18,000 rather than TA as the upper limit for VFR.
