15 seconds before and after atc talks sound level changes how do I stop it?

You need to be much more specific. There is a setting in PF3 Options 2 "Poor Reception". This mimics real life very well in that some messages are weak and others strong. It's very realistic.

If sound levels change BEFORE ATC speaks I'm assuming you mean the FS volume (engines,etc)?. PF3 does NOT change that at all!

Its very strange, what would change all the sound levels. There is like a ghost sound level switch I can see in the volume mixer, I move it but it moves back automatically.

I sometimes had the situation that Windows decided "oh, FSX can produce voice (the default ATC), so it must be a telephony app, so I have to permanently lower the volume of all other apps (e.g. PF3)", which can be disabled in the sound settings of Windows 7. Different from what you describe, but since you probably want that anyway, maybe it helps in your situation, too:

This is for Windows 10 but I expect previous programs have a similar path.

If you go to 'Control Panel/Hardware and Sound/Sound/Communications', you may find that your sound isuses an adjustment. If you set it to 'Do Nothing' you could well find your sound remains as you want it.
