Yes, pretty much. As far as SIDs are concerned PF3 will track all the SID waypoints in your fpl but leave you alone to fly them if you have checked the SIds (DPs) Active box. If that box is unchecked then PF3 will assume you need vectors to your End of SID.

STARs are a little more problematic in that PF3 assumes with STARS active box checked that your last fpl waypoint is also the End of STAR. This sometimes leads to the need for two fpls. One for PF3 and one for your a/c navigation system where an approach is needed to avoid high ground. A good example of this is the approach to Los Rodeos. ORTIS 1L from Madeira finishes at TFN but from there you have to turn left and fly around the island in order to join the localiser approach for rwy 30.
If PF3 allowed an End of STAR to be annotated before the last fpl waypoint then PF3 could then subsequently correctly vector you around obstacles such as mountains etc.
