Good afternoon - question about getting a new runway for departure.

From the help guide:
12.2.7 Hotkey Ctrl + Shift + W
This is a multi-functional hotkey dependant on the current mode of your
flight.
When TGS is active (during your taxi to/from) the runway this hotkey
provides the means to skip the next taxi waypoint. This was primarily
provided for those rare occasions where you may find your first or subsequent
taxi waypoints are behind you. Use of this hotkey alleviates the problem of
having to do a 180 degree turn at the start of your taxi.
At your departure airport, after ATC has told you which runway to taxi to, you
can use this hotkey to request another runway.


So i'm in my airliner...i push back, start engines, and then call ground for taxi clearance. I'm given a runway to taxi to...and if I hit C/S + W at this point with the goal of getting a different runway assigned - I nearly always (99% of the time) get the option #1 above...skip to next taxi waypoint. Once I actually got to ask for a different runway.

What drives the mode while on the ground for C/S+W?

The function of C/S/W depends on whether TGS is active. TGS becomes active (if I recall correctly) immediately after you acknowledge your taxi instructions. Once you have acknowledged the taxi instructions, TGS is active and you will need to toggle it off first (Hotkey 1), then use C/S/W to request a different runway for departure.
