OK, very good. Now we now the PF3 part of writing the frequencies is working.
(and you have another workaround to get the frequencies: use the contents of this file)

Next step: If PF3_Display shows other data, it has to read it from somewhere. Is there (or has there been) a second installation of FSX or P3D on this computer in a different directory?

No its a new PC with a new install of P3D . However P3D was reinstalled soon after purchase before PF3 was installed.
Never had FSX.
The other data is from a flight I did, first flight with PF3 on this PC

Was the original install of P3D in a different directory?

Then there has to be an additional PF3_freqs.dat somewhere on your system, can you try to find it?
I have no idea how to do this with standard Windows 10, but in Windows 7, when I press the Start button, there is a "Search programs and files" input box, if I enter "PF3_freqs.dat" there (without the quotes), it initially finds nothing, but there is a "See more results" line, from which a window opens that offers "Search again in: Computer".

Found the file and deleted it, IT NOW WORKS :D

The file was in, are you ready?
C/Users/User/AppData/Local/VirtualStore/Program Files/Lockheed Martin/Prepar3dv4/PF3_display

Dear devs and users.
I discovered that I have the same problems with pf3_display, the aplication does not show CORRECT freq. I restarted PF3 many times, tried to load other flight plan, I delated .FPP, .json, .pln files in PF3/flight/FPP and in PF3/Flight/FPP/ADJ .adj file to force on application to proces the flight plan once again, then I read on this forum about FSX/PF3_display .freq file. It contained the freq from previous flight but it could not update for the new flight and freq. I delated it also and when I load the flight plan, PF3 run it without problems and PF3 display shows "0" in freq, it creates the new file in FSX/PF3_display .freq but it contain no data.

I'd like to see a debug log with some more information please. Try contacting ATC or better still complete a flight then attach a log

Ok what do you need how to create debug log for you? Just describe what you need and how to do it.

All you have to do is complete s flight, long or short, so you are in contact with ATC. That will give all the info in the log file so I can see if anything is going wrong hopefully.
