There is one DLL that sticks out: advapi32.dll as it has a relatively recent modified date. Perhaps newer that the one you use? Also you indicated an older date for the 10Tec_hTooltip_100.dll DLL.
I found a couple of the Com32Ctl.dll files in folders under \Windows\WinSxS\...

Only the last one of the three has detail information. File version: 6.10.15063.483. It also gives Product name: Microsoft Windows Operating System Product version: 10.0.15063.483. You mention that it should be version 5.8. It would appear that I'm using version 6.10.15063.483?
Regarding the Quick Edit Mode box. It never appears on a failing flight plan, the 91 error box comes up instead at the time I click the Activate quick-entry mode box.
Have not verified that the com32ctl.dll is registered as I don't know which one should be done, all three? and any special command or just the regSvr32 command?
