I flew in the Carenado Phenom 500 IFR from LICJ Punta raisi Palermo to LIRZ Sanegidio Perugia to-day.

It went fine but......

Having IFR having confirmed at LICJ a flight plan with a promised ILS landing on R 01, about 50 miles out ATC altered the runway to visual R 19. That was alright because the wind had changed. But then it ATC went backwards and forwards with the two different runways three times which I thought was a bit excessive.

Anyway, they got me to about ten miles and on course for V 19 but then terminated ATC. As far as I was aware, no attempt was made to apply for permission to land and me and my co-pilot were left high and dry. I landed it alright, but it is a bit unnerving not to have received any communications from the airport.

Is this normal?

Really can't tell what happened without looking at the log files. Zip and attach the debug_monitor.log file (from the PF3\Logs folder) after an affected flight. (Only zipped files can be attached.) PF3 checks for AI aircraft activity at your destination airport and will use the same runway being used by AI. The runway in use by AI is controlled by FS, not PF3. If no AI are detected, PF3 uses wind direction for initial runway assignment and then periodically re-checks for AI activity. It is not unusual for PF3 to assign a runway based on wind direction, then change the runway assignment when AI are detected using a runway. This depends on your AI traffic density and traffic files.

I bet the wind change was a crosswind. The sims and AI get very confused and pass that confusion onto PF3.

I use Active Sky and find it useful to tick the box that forces no surface wind direction changes within 80 nm of the airport.

I use Active Sky too but wouldn't dream of doing that. Being a masochist I enjoy the anxiety and challenge too much.

Thanks for the offer of looking at the logs but really, I'm not complaining, althought it may sound like it, and I'm quite enjoying the unpredictability of flying using PF3.

One of these days, I'll lock on to an airport where the ILS is working and PF3 controllers allow me to use it. For the moment its been good practice landing jets manually!

What I really wanted to know is, is it normal for the co-pilot in these circumstances not to ask the destination airport for 'permission to land' and for the destination airport not to say a word even when the aircraft is down without permission?

Ordinarily once you are lined up with the assigned runway, VCP will change frequency to Tower and will contact Tower for permission to land. If you are flying an approach that does not line up until very close to the airport, this may not happen, in which case you can (and probably should be ready to) tune Tower frequency manually and hit hotkey 1 to contact Tower. In those instances when I have landed without clearance, I have not had further contact from ATC (I guess they are justifiably offended).

Yes, well, there is definitely something wrong with LIRZ Sanegidio Perugia.

I've just tried to fly from there to LSGG Genoa and it gave me a variety of runways to take off from that don't exist! And never once the correct one. In the air my copilot tried to open the IFR flight plan and kept getting (again a changing message) saying they would open it in 40, then 42, then 44.

I gave up on that and flew the rest of the flight VFR getting landing details from LM atc.

Something sounds odd. Again, hard to tell without logs. Have you loaded the correct flight plan? If you click the SIDs/STARs button and type LIRZ and hit enter, are the correct runways listed for the airport? Check your destination airport as well. If the runways list is not correct, there is something amiss with the PF3 database and you will likely need to rebuild it.
