Different maybe but not wrong. PF3 only reads weather data from FSUIPC and then uses that as it is.... it doesn't manipulate it in any way, there is no internal interpolation, so the issue is not with PF3 unfortunately. I say unfortunately because there is nothing I can do in such a situation.
I see, so this should be addressed by Pete then.

No problem, I usually get it from the horse's mouth (AS2016) anyway, voice and text.

I very much doubt it is a problem with FSUIPC as again it only provides what is in the SIM

Well, as I wrote, I checked the wx in the sim and it showed exactly the same wx like AS2016 was feeding from a networked PC.

No, something doesn't click yet, as RC4 reads this ATIS right.
Same network config.

Have you changed the settings under winds tab in fsuipc? If you had just change them back to defaults and try.
