Late Clearance for ILS

Clearance for ILS given after passing through localiser.

I have my FAF set to 10miles and Cleared for ILS Dist set to 10 miles. Does this mean clearance will be given as I'm passing the localiser? If so, can the Cleared for ILS Dist be increase beyond its current max of 10 miles? Or, can it be made to be in addition to the FAF?

I had the same problem last night during a test flight so week be looking into this today

I have this late clearance almost every flight. Do you need more logs?
