I have reported this issue 2 months ago in v3.15. I have downloaded v 3.16 and discovered that this problem has not been fixed yet but readings alt on 1013 and other QNHs works properly now.

Problem sits in request higher/lower alt due to clouds or turbulence when under radar control. Then those options 3,4,5,6 are not showed in PF3 menu but when you will press one of them on blind PF3 responds. Also devil sits in request higher lower alt shortcut H+(1-9) or L+(1-9) this still does not work under radar control.

Same problem, under Radar Control, H and L keys for higher and lower altitude no longer work. But 3-4-5 etc work for higher and lower due to clouds or turbulence.

V3.16.10 problem still exists.
1. key Shortcut H+(1-9) L+(-1-9) Request higher/lower altitude: it is not working at all under RADAR CONTROL. It is fine on departure and approach.
2. Options Req higher lower alt due to clouds/turbulence: key shortcut 3,4,5,6 are displayed in shortcut window in departure and approach. They are not displayed under RADAR CONTROL but if you will press 3,4,5,6 on blind, PF3 responds. (look screenshot above "PROBLEM HERE")

I am also struggling sometimes to get clearance for higher altitudes. But I am using MCE and it doesn't matter if I am doing it by voice control or asking co pilot to do that.
It often happens, when clearance is issued for relatively low altitude for departure, lets say 5000 feet. And then it takes ages for controller to issue further climb and sometimes it does not happen at all. So I'm trying to ask for it and response is always maintain 5000 for the hole flight.
Pressing PF3 keys for higher altitude request also does not help.
The only thing I have noticed, it happens more often, when I have departures with no SID ticked and getting vectors.

Next time you experience a problem please report it and include your debug log, without which I can't comment
