PF3 Hotkey Window

Ok. I shall send. But one more thing I observed.
In the HOTKEY in options1 menu, I find that C/S/T as toggle hotkey but says as off and not on. Could this be the cause?. how to turn this option as on?. May be that is why it is not showing up?.
