You posted the same problem in both PF3 and PFE forums. You're using PF3 so please only report problems here and not in the PFe forum.

Please zip all the files in your PF3\Flight\FPP folder and attach them to your post

Well your flight plan lods just fine here so I can only think it has something to do with your Windows Regional Settings. I'm guessing you have them set to Chinese/Japanese?
