H or L Hotkey During Climb or Descent

How does PF3 determine what altitude to assign if the H or L hotkey is pressed during climb or descent. If I'm cleared to FL330 and passing FL270 and realize I can't make FL330 what key combination should I use if I want FL290? Should it be H+2 or L+4?

The H and L hotkeys work great when you are level at an altitude but it is confusing when climbing or descending and need a different altitude than the one you are cleared to.

H+2 ... it is relative to the current altitude or flight level.
(unlike "request higher/lower due to clouds/turbulence", which is relative to the cleared altitude)

Alternatively climb to FL290, stay there, and use H+0 or L+0 to request the current altitude.
