Tim,
Yes,you need to make sure you are in cockpit view(2D)if not goto views,then view mode,scroll across to cockpit and check it or tick.

Go back to cockpit view and then you can press the "S"key until you reach "Outside view/Spot View"

FSX always sets VC by default when you first install it,it is then upto you to change it if you prefer,most 3rd party gauges can only be viewed in 2D,
