I seem to remember that there was a way to ask for a specific altitude, say 400 feet. Is that still possible?

Did you mean 4000? To request higher or lower, hold down the H or L key and press the desired number key in the top row. The change is relative to your current altitude. For example, if you are at 16000 and press L and the 4 key, you will request 12000. (I'm not using FS2020 so check for possible hotkey conflicts with this.)

Now that I think about it some more, I seem to remember from way back when, if you fly to an altitude like say 5000 ft, and hit H and 0 ( zero) rather than H and any other number, it will assign 5000 ft to you. Have to try it on the next flight.

Correct; H or L and the zero key requests your current altitude or flight level.
