Hello, my hard drive crashed, and I can not acces to PF3 anymore. How is the the procedure to install the PF3 in my new drive in a new P3D installation?

You install it on your new drive in exactly the same way as you installed in on your old drive. Not sure why you think it would be any different? Once installed you will probably have to email me with your activation code as your account will be locked to your old HD.

I thought that a deactivation in the old hard drive was necessary.

Next weekend I ll send you a email for a new activation code.

Deactivation is necessary but if your hard drive failed you will not be able to do that which is why I said you would need to email me with your current activation code so that I can deactivate your PF3 account.
