Are voice sets in PF3 the same files as in PFE?

PLEASE NOTE:

If you are reporting an issue with PF3 please remember to Zip and attach the Debug_Monitor.log file from your PF3\Logs folder. Thank you.

I have 44 folders in my PF3 wav folder. The 119 sets are taken somehow from those 44 folders then, or do I have some files/folders missing?
It is two folders per region, e.g.
StdE for British (regular)
RadE for British (with radio distortions)

Inside the folders the letter in front of the .wav determines the voice set, so voice set E-L (British 12) has files like
StdE/pfac37L.wav for Speedbird (spoken by you or the VCP, if you have selected this voice)
RadE/pfac37L.wav for Speedbird (if PF3 selected this voice set for ATC or an AI aircraft and says "Speedbird")

Thanks for the explanation - I was wondering how it worked!
