I use the WX-Gauge that comes with Active Sky. The Active Sky ATIS frequency should also work. Instead of considering the wait for a further descent a waste of time, imagine it is needed for traffic separation. I am away from my PC these days, so cannot look at your logs. Nevertheless some thoughts: Regarding ATIS: The sim's weather report which PF3 uses via FSUIPC is only reliable around about 50nm. I think the "Standby" is there because PF3 needs some time to calculate the taxi route. At large airports with a complex taxiway system you will probably have a longer pause after the standby.
But I agree that there should be a minimum pause of a few seconds.

There is no need to define End of SID / Start of STAR if you don't include the SID / STAR waypoints in the flightplan. The first / last waypoint is considered End of SID / Start of STAR automatically if no End of SID / Start of STAR is defined.

Do not include SID and STAR waypoints in the flightplan you load into PF3. Tick the Checkboxes for SID and STAR in PF3. Thanks for the update. Since Randomizer does nothing else than what you do when you manually check / unckeck the SID / STAR boxes I think you are right with your assumption, that this is not an issue with the Randomizer but possibly with PF3.
