If there is no update radius setting, it may not be configurable. You can experiment with setting a STAR entry waypoint that is closer to the airport. Most runway changes are due to AI activity, which is not an issue in your case.

If you want to be vectored from your last flight-plan waypoint to final for the active runway, you should UNCHECK the STARs box at the bottom of the SIDs/STARs page before the flight. I use a low-tech solution but it may be helpful as you start out. You can find the pf3_disp.dat file which is located in your PF3\PF3_Displayer folder, open it with a text editor, and print the file.
