I know you said you tried the PF3_Register.exe fix but on rare occasions I've had to run it a couple of times, so it won't hurt to try it again. Make sure PF3 is not running, right-click on the PF3_Register.exe file in the PF3 folder, select Run as Administrator, and wait about 30 seconds or so ...

Sadly I've already done this since it was mentioned in another forum post. I have "English (United Kingdom)" selected and Unicode UTF-8 box unselected.

I rebuilt the database again and now debug_monitor file appeared in logs folder. I'm attaching the whole Logs folder again with updated files.
