The reason this is happening is due to the online weather system file has not been correctly registered on your system. Subsequently we have to use weather supplied by Asobo which is only local to your aircraft. Please try the following. Locate the file named PF3_Register.exe in your main PF3 folder...

Now, when PF3 Display says it's waiting for FS to be running it's actually looking for FSUIPC. So, the question is, is FSUIPC running? Also, please zip and attach your latest debug log PLUS...

I'm sorry to say but that is a placebo effect :D That option is now defunct and default to 'ON' within the code (it's hard coded) and has been that way since beta release 3.21.140 I noticed in you original post you mentioned noticing this whilst on the ground... if that is the case the likely cause ...
