OK, I figured it out. It was a matter of MSFS Steam version apparently not running as administrator and PF3 running as administrator. Ran them all the same and PF3 connected OK!

I used PF3 with MSFS back when it first came out with MSFS capability, but then did not use it for many months. This was with my original version of MSFS which I purchased from the Microsoft Store. Due to update aggravation with the MS Store, I deleted that version and repurchased the sim from Steam ...
