I eventually sorted it out. Google is your friend! In my case, I had to install the Microsoft Windows Desktop Runtime - 3.1.28 (x86), not the dot net-runtime-3.1.28-win-x86.exe.

Unfortunately downloading and installing the file does not work, either the 3.1.22 or 3.1.28 version.

Is there something that needs to be turned on in Windows Features to turn on the Net 3.1 runtime library?
