I came across a program, P2Acars which works with P2ATC and fenix. It uses hoppies connection to send cpdlc predeparture clearance to Fenix and FBW for offline ATC. I have mapped numeric key pad for hotkeys and they work perfectly fine. One issue could be that I used paxsim from Luke airtool and that may have interfered with hotkeys. I did flight today without paxsim and PF3 worked fine. However apart from FSUIPC, paxsim does not share any key input with PF3.

I have the same problem. I am at Dublin airport, tuned to clearance frequency which was given by PF3, when I request clearance using my hotkey in VCP1 mode, nothing happens. My ATIS frequency is working well and I can hear ai communication.

Few requests. I dont know how feasible are they. 1 Simbrief integration. no need to download plan in .pln format.
